On one hand, it requires no high tech solutions, just some good old lessons in classrooms. On the other, it requires a massive shift in the educational system, which prioritized critical thinking, which begins in kindergarten.
Finland has also taken pains to ensure that skepticism does not give way to cynicism among the young. Apart from its critical thinking curriculum, they have instituted an education that enabled the Finns to know who they are. They have a strong sense of what it means to be Finnish.
