Scientists have developed a new kind of AI inspired by the neurobiology. Can this lead to an AI that learns?

A group of scientists from the Bar-Ilan University in Israel has developed ultra fast AI which is based on the very slow brain dynamics. The new technology accounts for asynchronous inputs which, according to scientists help the brain register relative information.
