The Russian government may not have the capacity to shutdown the internet in the entire country, but its capacity to control and collect digital information is growing with every test.

In this article for Wired, senior editor Lily Hay Newman reports that Russia is building an internet structure that can survive even if it is disconnected from the rest of the world, now known as RuNet. 

While several internet freedom advocates say that the Russian government has no technological capacity to cause a full connectivity blackout in the entire country, many researchers and human rights advocates in Russia, say that RuNet is a bid to control and censor access to digital information. It is a foreboding sign of what can come if the Russian government steps up its efforts to capture and control digital information.
